IDP Data Policy
On Depositing & Sharing of Paper-Related Data
1. Why Sharing the Data Related to Your Paper Important
It is significant to share with the public the data essential to your research. “Paper-Related Data” refers to the data generated through your basic research, applied research or experimental development, etc. to support the publication your academic papers. Such data include those obtained through observation, monitoring, investigation, inspection and testing, etc. and used to produce the charts and figures in your paper, and also the raw/derived data to support the research conclusions of the paper. The related data are important evidence for the research results and conclusions of the paper. Depositing and sharing of them can enhance the verifiability and transparency of the research, and increase the visibility and impact of the related papers; and reuse of these data saves manpower and material resources, allowing scientists to better focus on innovative research. Paper-related data themselves, as a type of academic achievement, will also promote innovative cooperation and talent training across disciplines, and promote open scientific practice.
2. Types of Data Required to Submit and Related Requirements
The data used to directly support the conclusions of the paper shall be submitted; the data generated from the research of the paper and reflected in the paper, or the data reused or analyzed for the research of the paper are encouraged to be submitted; the raw data, unprocessed data from paper related experiments or observations that are not reflected in the paper are submitted voluntarily. Data involving research ethics issue, sensitive information, confidential information, or data that would damage the legitimate rights and interests of third parties if shared, should not be submitted. For data that should not be submitted, if irreversible desensitization/declassification processing has been performed and it can be shared for other legitimate and reasonable reasons, the data author can share it after providing a desensitization/declassification statement or other supporting documents.
3. Preferred Format of the Shared Data
The Innovation and Development Policy (IDP, hereafter referred to as "the Journal") does not impose restrictions on the format or disciplinary area of the data submission. However, to secure data reusability and long-term access, we would suggest you refer to the list of recommended formats (as given in the following table) before submission.
If the format of the selected data file is not yet listed in the table below, the Journal recommends that authors evaluate the reusability and long-term sustainable accessibility of the data file independently looking at the following three aspects:
(1) whether the format is common in your discipline;
(2) whether the format follows open standards; and
(3) whether the format is independent of a peculiar software application, developer or supplier.
If the format you use is not in the list, your submission should meet all or most of the criteria above.
If the selected data file requires specific or non-standard software to open and use, the author shall also provide relevant information such as the name of the software and instructions for its use.

4. Data Storage Method
(1) Data Repository
The data must be submitted and shared in the designated data repository Science Data Bank (ScienceDB), which can be visited here: https://www.scidb.cn/en.
(2) Data Identifier
Every set of data submitted and published in the data repository will receive a unique identifier (such as CSTR, DOI) for querying and accessing the data. If the content, location, and other information of the paper-related data need to be presented in the paper, the web link of this unique identifier (e.g.: https://cstr.cn/31253.11.sciencedb.01092,https://doi.org/10.11922/sciencedb.01092) shall be provided as a data link in the paper.
5. Approaches of Data Sharing
A. Open Access
When authors choose the open access approach, the submission will be open accessed immediately once accepted. The open content includes both metadata and data files.
B. Conditional Access
·Accessing after the embargo period
This option is applicable for data that should not be shared immediately. Authors are allowed to set an embargo period for their research data. During the period, only metadata could be accessed openly, and data files would be closed to the public. After the embargo period, the data is automatically converted to open access status, and both the metadata and data files are accessible to the public.
·Accessing on request
This option is applicable for data that should not be shared openly but can be accessed on reasonable requesting. The decision whether to grant/deny access is solely under the responsibility of the data authors. However, in this option, authors should explain the reason in writing and provide necessary supporting materials to the journal.
6. Data Rights Management
(1) Data Submission
Authors should confirm that they have the right to submit the data. The intellectual property rights or other related rights pertaining to the data are owned by the original rights holder, and will not be transferred to this journal.
(2) Data License
Data users must use the data in accordance with the data license agreement chosen by the author.
Authors can choose from the following data licenses (including but not limited to): CC0, CC-BY 4.0 (attribute), CC BY-SA 4.0 (attribute-share alike), CC BY-NC 4.0 (attribute-non-commercial), CC BY-NC-SA 4.0 (attribute- non-commercial-share alike), CC BY-ND 4.0 (attribute-no derivative), CC BY-NC-ND 4.0 (attribute-non-commercial-no derivative) and ODbL (attribute-share alike-keep open). For detail, please refer to the full-text version of CC license at https://creativecommons.org/about/cclicenses/ and the full-text version of ODbL license at https://opendatacommons.org/licenses/odbl/1-0/.
In order to better disseminate and share the related data, the Journal recommends authors to use the CC-BY 4.0 license agreement.
7. Data Review
The data repository will conduct a stylistic review of the data submitted by the authors, mainly reviewing whether the data information is fully completed, whether the data has been uploaded, whether the uploaded data is accessible, etc.
Authors should complete the data submission shortly after the paper is accepted.
8. Data Availability Statement
“Data Availability Statement” is a document or text explaining whether the paper-related data can be obtained and how to obtain it. It mainly includes the depository approach and access link of the data. It helps to improve research transparency and reproducibility, and is of great significance to the repeated verification of the paper’s conclusions, data reuse, and research integrity.
The Data Availability Statement mainly includes the following: how the data is stored and the access links, the unique identifier(s) for the data (such as CSTR, DOI), and the name of the software or tool applicable to open or operate the data. If the paper-related data fall in the class that should not be shared, the specific conditions and methods for accessing the data shall be clearly stated and given. Authors should attach the Data Availability Statement after the main body of the paper and before the reference.
The template for the Data Availability Statement is given as follows for your reference:
1) General Template:

10. Help and Support
(1) Data Submission at Science Data Bank (ScienceDB)
Registration and Login: The author can choose to register an account to login from the homepage of the Science Data Bank (www.scidb.cn), or commission the data submission to a third-party user authorized by the repository.
Data Submission and Edit: The author creates a set of new data through the data submission entry, where the data is assigned the unique identifiers (CSTR and DOI) and private links. In this process, the author fills in metadata information, uploads data files, selects an appropriate approach for data sharing, and other information. At this time, the author can temporarily save the draft and edit the information until submission. After data submission, if the data auditor revises the data, the author needs to modify the data until the data is approved. Before data release, data can only be reviewed by the editorial office through a private link.
Before release, the data can only be disseminated through a private link and an anonymous private link for editorial review and peer review. If you need to use it for paper or data review, you can select the corresponding dataset on the “My Data Hub” homepage, choose “Private Link” in the “View” column, copy the “Data private access link” and send it to the recipient; If used for blind review of papers or data, you can copy the “Data anonymous private link” in the aforementioned path and send it to the recipient.
Data Release and Dissemination: After releasing, the unique identification of the data takes effect and the data can be retrieved on the repository and dissemination index platform. Please copy the unique identifiers (CSTR and DOI) for data sharing and dissemination.
Data Update: Once the data is published, if additional files need to be added or data updates are required, the author must initiate creating a new entry to submit the updated information. Just like the previous entry, the updated information must be reviewed before it can be published.
